The citizens' contribution to European public policy design


The purpose of our association is to gather European professionals of a given issue in small-scale, intensive, residential workshops, to collectively design Public Policy Proposals at European scale. Thereby we claim to reach both technical relevance and political legitimacy.

Our contribution to the debate on Corporate Governance

We are proud and happy that the conclusions of our workshop on "Enhancing stakeholder diversity in the Board room" were integrated and cited in the recent Green Paper and Consultation by the European Commission on the "EU corporate governance framework".

Promoting and labelling a socio-economically and environmentally sustainable agriculture

(this event was organised under the patronage of Jan Mulder and Maria Petre, Members of the European Parliament)

This Public Policy Proposal address the issue that no agricultural labelling system satisfies all economic and environmental sustainability criteria simultaneously: providing high-quality food, at moderate prices, without jeopardising the climate not the supply of soil, water, energy and raw materials, and yet providing a decent enough living for farmers to continue their work today and in the next generations. However, the existence of such an agriculture conditions the life of future generations.

It is a contribution to the debate brought by the European Commission's Communication on Agriculture Product Quality Policy (May 2009).

This proposal intends to describe possible "guidelines for for agricultural product quality certification schemes" (as being called for in the Communication), in the direction of a global understanding of sustainability, in a very concrete fashion: (1) how to define a sustainable agriculture? and (2) how to label it in a credible way? It was collectively designed by a group of 19 professionals from 14 different European Union member states that have an extensive experience in the issues of agriculture sustainability and labelling, gained at top and middle management levels in agriculture, industry, certification bodies, government and associations.

Enhancing stakeholder diversity in the Board room

This Public Policy Proposal tackles the issue that highly homogeneous Boards of Directors run the risk of "groupthinking" and of socially inadequate decisions, as recent events have broadly illustrated. Bad corporate governance obviously breeds collectively harmful actions.

The proposal supports the idea that long-term, integrative corporate strategy and Corporate Social Responsibility would be supported by "stakeholder diversity" of Board directors. The text defines this "stakeholder diversity", and provides insight on implementation. It was collectively designed by a group of 11 professionals from 10 different European Union member states that have an extensive experience of corporate governance, gained in positions of general management of corporations, in Boards of Directors and in Supervisory Boards, in executive search, in trade unions and as researchers and professors in business schools.

All activities of the association for 2011 have been cancelled, for lack of funding by the "Europe for Citizens" programme of the European Commission. Further activities, if they are indeed implemented, will be announced on this website. In the mean time, the website is here to present our past actions, for archival purposes.
